Российские органы власти станут более открытыми

К концу 2017 года в политическом цикле должен произойти более полный и качественный запуск механизмов открытости в министерствах и ведомствах Российской Федерации. Такое решение принято Правительственной комиссией по координации деятельности Открытого правительства, которая одобрила «дорожную карту» по законодательному закреплению принципов открытости в работе российских органов государственной власти и местного самоуправления. Большинство мероприятий «дорожной карты» рассчитаны именно на конец года.

«Дорожная карта» учитывает накопленный опыт и критику по некоторым механизмам открытости. Так, например, «дорожной картой» предусмотрено, что органы государственной власти будут соблюдать принципы открытости на уровне федерального конституционного закона, их обяжут учитывать мнение граждан при аттестации и ежегодной оценке госслужащих, будут зафиксированы механизмы взаимодействия органов власти с их референтными группами, а также установлен особый порядок рассмотрения электронных обращений граждан. Все обращения и принятые по ним меры должны будут размещаться в интернете.

«Дорожная карта» предусматривает расширение перечня информации, которую госорганы должны будут в обязательном порядке размещать на своих сайтах в формате открытых данных.

Мероприятия «дорожной карты» закрепят обязанность госорганов утверждать планы своей деятельности и ежегодные публичные декларации целей и задач и проводить общественные обсуждения по итогам их выполнения. Будет закреплён порядок определения общественно значимых нормативных актов, которые должны проходить наиболее детальное общественное обсуждение.

Предусматривается утверждение единообразных требований к формированию и работе общественных советов при органах власти — не только федеральных, но и региональных и муниципальных.

На заседании Правительственной комиссии по координации деятельности Открытого правительства относительно общественных советов при федеральных министерствах и ведомствах отмечено, что их члены должны представлять не свои личные интересы, а определённую группу людей, слышать и понимать её запрос на взаимодействие с органом власти. Акцент также сделан на участие в таких советах людей с хорошей репутацией: опираясь на их авторитет, можно принимать верные решения.

Министерства и ведомства обязаны будут утверждать ведомственные планы реализации принципов открытости и отчёты об их выполнении, а также проводить ежегодную внутреннюю оценку (самообследование) достигнутых результатов.

Подтверждено, что самообследование будет проводится по 10 ключевым механизмам открытости, среди которых публичная отчётность, независимая антикоррупционная экспертиза и общественный мониторинг правоприменения, обеспечение понятности нормативно-правового регулирования и государственных политик, работа с открытыми данными, взаимодействие с общественным советом, взаимодействие со СМИ, работа с обращениями граждан, а также по двум дополнительным направлениям: «Организация внедрения Концепции открытости в ФОИВ» и «Инициативный проект».

Внутренняя оценка открытости министерств и ведомств дополняется независимой внешней оценкой, которую ежегодно проводят ВЦИОМ и Открытое правительство. К сентябрю министерствам и ведомствам необходимо будет подготовить детальный анализ, который позволит провести такое обсуждение. А до конца года — к началу 2018 года планируется завершить работу над очередным внешним рейтингом открытости, который готовится с участием ВЦИОМ.

По мнению общественного совета при Россельхознадзоре законодательное закрепление этих и других предложений позволит федеральным органам исполнительной власти значительно повысить открытость их деятельности и ее доступность для общественного обсуждения.
